lending ourselves to support, a hypocritical system which has been frequently denounced. We shall also lay ourselves open to

attacks on the part of the Chinese and the Authorities in Nanking

will certainly not scruple to use the incident against us if it

suits their turn. I do not see why consulting the Nanking

Government need involve any prolonged delay. As a matter of

fact we have already allowed three weeks to go by since the seizure

and a short additional delay will not make much difference.

I am sending a copy of this letter to Orde.

If you

want to discuss it, any time on Tuesday except 3.30 will suit me.

I am going away this afternoon for the week-end.
